In order to study the possibilities of implementing the proposed project on the basis of PPP mechanisms, the state partner conducts a preliminary assessment of a specific project.
A public-private partnership project can be initiated by a state initiator and (or) a private initiator.
The concept of a PPP project is developed in accordance with Appendix 1 of the Regulation on the Procedure for the Implementation of Public-Private Partnership Projects by a state initiator or a private initiator. A project evaluation document is developed in accordance with Appendix 2 of the Regulation on the procedure for the implementation of public-private partnership projects by a state initiator or a private initiator.
According to the agreement with the Cabinet of Ministers of the Republic of Uzbekistan, the state partner will form a tender commission within 3 working days to determine the winner of the tender for the right to conclude a public-private partnership agreement. The Cabinet of Ministers considers and approves the composition of the tender commission formed and proposed by the state partner and within ten calendar days.
A one-stage tender will be held for the equivalent PPP project with a total value of up to one million US dollars. During the one-stage tender, detailed technical proposals and commercial (financial) proposals of the tenderers are reviewed and evaluated based on the conceptual decisions and conditions specified in the tender documents. In the process of organizing the tender, it is allowed to conduct negotiations with the applicants on the parameters of the tender subject. A two-stage tender is held for the equivalent public-private partnership project with a total value of more than one million US dollars, except for the cases provided for in the second paragraph of Clause 25 of the Regulation on the Procedure for the Implementation of Public-Private Partnership Projects .
The PPP agreement must be signed between the parties within ten calendar days from the official announcement of the tender winner.
Within three calendar days after the approval of the concept of the PPP project and the bilateral signing of the PPP agreement, the state partner shall officially send electronic and paper copies of the PPP project concept, LBH and the PPP agreement consisting of three copies. submits to the state body for inclusion in the register of PPP projects. The submitted PPP project concept, LBH and PPP agreement must be stitched, serial numbered, sealed and signed by the heads of public and private partners. Within three working days from the date of full presentation of the concept of the PPP project, LBH and PPP agreement, an appropriate stamp (“REGISTERED” stamp) will be printed on each page of the documents by the competent state body and entered into the register, and one original copy of them is kept in the authorized state body, and two original copies are returned to the state partner within two working days. PPP projects are placed on the official website of the authorized state body and state partner, as well as on the open data portal of the Republic of Uzbekistan (www.data.egov.uz) within five working days after being registered.
The state partner and the authorized state body monitor the implementation of PPP projects and compliance with the terms of the PPP agreement.
