In order to ensure the implementation of Decree No. RP-3846 of the President of the Republic of Uzbekistan dated July 12, 2018 “On measures to increase the effectiveness of nephrology and hemodialysis assistance to the population of the Republic of Uzbekistan”, according to the results of the international tender held by the Ministry of Health, a PPP agreement was signed with the Indian company “Nephrocare Health Services Central Asia” on January 15, 2021.

According to this agreement, the “Nephrocare Health Services Central Asia” will establish dialysis centres serving a total of 1,100 patients in Tashkent (700 patients), Nukus (150 patients) as well as in Urgench (125 patients) and Bogot districts (125 patients) of Khorezm region. The company will invest 9.8 million US dollars to implement this project.

The first centre started its operation in Nukus on 18 April this year.

The construction of the next 2 centres are completed in Urgench and Bogot districts of the Khorezm region. Mr. Zokir Bozorov, Acting Director of Public-Private Partnership Development Agency and Ms. Dilnavoz Kuldashova, Head of the Unit for the analysis of PPP projects in healthcare, defence and law enforcement visited the centres that are expected to start operating these days and inspected the conditions created there.

During the visit, the Director of “Nephrocare health services Central Asia” company, Mr. Sukesh Chandra Gain explained the activities of these centres, the services provided, the progress of the project, and some organizational issues in detail.

According to the PPP Agreement, the investor was allocated 1,500 m2 of vacant land in the territory of the Urgench district medical centre and 1,500 m2 in the territory of the Bogot district medical centre. The construction and equipping of the centres have been completed within a year.

As mentioned during the meeting, these centres were equipped with new dialysis machines manufactured in Germany. All the necessary medicines and disposable dialyzers have been stockpiled. The number of beds is 29, and it is possible to provide no less than 144 annual sessions from 3 to 5 patients through one bed. Separate rooms have also been set up for patients with COVID-19 and infectious diseases. Modern management and information technologies have been introduced, and electronic information exchange has been established.

A total of 70 new job vacancies were created and local specialists were trained in special training courses. In addition, qualified specialists from India were also involved in this event.

For information, “Nephrocare health services Central Asia” company, according to the project, will open another centre in the city of Tashkent. This centre, which is designed to maintain hemodialysis services for 700 patients, is currently under the construction and is scheduled to begin operations in September of this year.

Mazkur bitimga ko‘ra, Hindiston kompaniyasi Toshkent (700 bemor) va  Nukus shahri(150 bemor)da hamda Xorazm viloyatining Urganch (125 bemor) va Bog‘ot tumanlari(125 bemor)da jami 1 100 nafar bemorga xizmat ko‘rsatuvchi Dializ markazlarini tashkil qilish va buning uchun 9,8 mln. AQSh dollari kiritish majburiyatini olgan edi.

Ushbu markazlardan dastlabkisi, joriy yilning 18 aprel kuni Nukus shahrida faoliyatini boshladi.

Navbatdagi 2 ta markaz Xorazm viloyatining Urganch va Bog‘ot tumanlarida qurib bitkazildi. Davlat-xususiy sheriklikni rivojlantirish agentligi direktori v.b Zokir Bozorov va Agentlikning Sog‘liqni saqlash, mudofaa va huquqni muhofaza qilish sohalari bo‘yicha DXSh loyihalarini tahlil qilish bo‘limi boshlig‘i Dilnavoz Kuldashovalar shu kunlarda faoliyatini boshlashi kutilayotgan markazlarga tashrif buyurib, u yerda yaratilgan sharoitlar bilan tanishishdi.

“Nephrocare health services Central Asia” kompaniyasi direktori Sukesh Chandra Gayn bilan bo‘lib o‘tgan muloqotda ushbu markazlar faoliyati, ko‘rsatiladigan xizmatlar, loyihaning borishi, ayrim tashkiliy masalalar yuzasidan atroflicha fikr almashildi.

Bitimga ko‘ra, investorga Urganch tumani tibbiyot birlashmasi hududida 1500 m2 va Bog‘ot tumani tibbiyot birlashmasi hududida 1500 m2 bo‘sh yer maydoni ajrtildi. Qariyib bir yil davomida markazlarni qurish va jihozlash ishlari to‘liq yakunlandi.

Uchrashuvda aytib o‘tilganidek, mazkur markazlarga Germaniyada ishlab chiqarilgan  yangi dializ asbob-uskunalari o‘rnatilgan. Zarur dori-darmonlar va bir martalik dializatorlarning zahirasi shakllantirilgan. Koykalar soni 29 tani tashkil etib, kun davomida bitta koyka orqali 3 tadan 5 tagacha bemorga yillik 144 ta seansdan kam bo‘lmagan malakali xizmat ko‘rsatish imkoniyati yaratilgan. Shuningdek, COVID-19 va yuqumli kasalliklar bilan kasallangan bemorlar uchun alohida xonalar tashkil etilgan. Zamonaviy boshqaruv va axborot texnologiyalar joriy etilib, elektron axborot almashinuvi yo‘lga qo‘yilgan.

Jami 70 nafar yangi ish o‘rni yaratilib, mahalliy mutaxassislar maxsus malaka oshirish kurslarida o‘qitilgan. Bundan tashqari ushbu jaaryoniga hindistonlik malakali mutaxassilar ham jalb etilgan.

Ma’lumot uchun, “Nephrocare health services Central Asia” kompaniyasi loyihaga ko‘ra, yana bir markazni Toshkent shahrida ochadi. 700 nafar bemorlarga gemodializ xizmatlarini ko‘rsatishga mo‘ljallangan mazkur markazda ayni kunda qurilish ishlari tasdiqlangan jadval asosida davom etmoqda va joriy yilning sentabr oyida ishga boshlashi rejalashtirilgan.[:ru]

В целях реализации постановления Президента Республики Узбекистан от 12 июля 2018 года № РП-3846 “О мерах по повышению эффективности нефрологической и гемодиализной помощи населению Республики Узбекистан”, по результатам проведенного международного тендера, 15 января 2021 года было подписано соглашение о ГЧП между Министерством здравоохранения и индийской компанией “Nephrocare Health Services Central Asia”.

Согласно подписанному соглашению, компания “Nephrocare Health Services Central Asia” инвестирует 9,8 млн. долларов США для строительства, оснащения и обслуживания диализных центров, рассчитанных на предоставление услуг 1100 пациентам в год, в том числе в Ташкенте (700 пациентов) и Нукусе (150 пациентов), а также в Урганчском (125 пациентов) и Боготском (125 пациентов) районах Хорезмской области.

Первый из этих центров начал свою работу в Нукусе 18 апреля этого года. Следующие 2 центра были открыты в Урганчском и Боготском районах Хорезмской области. В рамках данного проекта, было выделено 1 500 м2 свободной земли на территории медицинского объединения района Урганч и 1 500 м2 на территории медицинского объединения района Богота.

Исполняющий обязанности директора Агентства по развитию государственно-частного партнерства Закир Бозоров и начальник отдела анализа проектов ГЧП Агентства в сфере здравоохранения, обороны и правоохранительных органов Дильнавоз Кулдашова посетили центры в Урганчском и Боготском районах Хорезмской области перед открытием.

В ходе данного визита состоялась встреча с директором компании “Nephrocare health services Central Asia” господином Сукешем Чандра Гейном,  и специалистами из Индии, во время которой была обсуждена проделанная работа по проекту.

Как сообщил господин Сукешем Чандра Гейном, в   этих центрах на сегодняшний день уже создано 29 койко-мест в каждом из районов, для обслуживания от 3 до 5 пациентов в день по каждому койко-месту. В центрах установлено новое диализное оборудование немецкого производства, запасены необходимые медикаменты и одноразовые диализаторы. Также созданы отдельные палаты для пациентов с COVID-19 и инфекционными заболеваниями. Внедрены современные управленческие и информационные технологии, налажена система по электронному обмену данными.

В общей сложности было создано 70 новых рабочих мест, с проведением обучения на специализированных курсах для сотрудников.

В рамках проекта, компанией “Nephrocare health services Central Asia” будет открыт еще один центр в городе Ташкенте для обслуживания 700 пациентов в год. В настоящий момент ведутся работы по строительству центра, запуск которого запланирован на сентябрь этого года.
