[:en]The International Finance Corporation (IFC), a member of the World Bank Group, presented to the Government of Uzbekistan the results of a preliminary assessment of the possibilities of implementing a public-private partnership (PPP) program in the healthcare sector. It is known that PPP in the field of healthcare is one of the most popular areas for the development of PPP in the whole world. In Uzbekistan, such projects are at an initial stage, but their potential is obvious. The results of the IFC preliminary assessment show what opportunities such projects may be in demand in our country.

This study assessed the possibilities of implementing PPP projects in conjunction with medical institutions such as state laboratories, an X-ray network, a number of state hospitals, and a regional multifunctional medical center. The possibilities of introducing PPPs in such areas as oncology and medical insurance are also considered.

“We understand how important it is to attract business potential to expand the resource base that the state creates to solve the most important social problems. It is necessary to create the most favorable conditions for attracting additional financial resources, private investment in the health sector. The preliminary results presented today provide the basis for a database of projects promising for private investment, ”said Golib Kholzhigitov, Director of the Public-Private Partnership Development Agency under the Ministry of Finance of the Republic of Uzbekistan.

To present the results to the government, an IFC team arrived in Uzbekistan, led by Ms. Karin Bashonji, a PPP project manager in healthcare in Europe, Central Asia, the Middle East and North Africa. The presentation of the results of the analysis to identify possible new PPP projects in healthcare was followed by a review of potential projects, prioritization and discussion of the implementation plan for priority projects.

As Ms. Karin Bashonji noted, “Public-private partnerships are an effective mechanism for introducing innovative treatment practices, technological equipment of clinics, and improving the quality of medical care in the industry. A number of PPP initiatives are already underway in Uzbekistan, including in the field of healthcare. I note the IFC consultations on attracting private investors to finance, equip, service and operate dialysis centers in Uzbekistan. I’m sure that our analysis of potential projects will give a new impetus and will open up great prospects for the development of PPP projects in healthcare, which will make modern medical care more accessible for citizens of Uzbekistan. ”

   Analyzing potential PPP projects in the field of healthcare and medical technologies, IFC is resorting to the help of external highly specialized experts. In each case, the relevance of the project is determined, its description is given, the size of capital investments and the structure of payments are established. Potential financial impacts are also assessed to calculate the economic effect and risks; alternative initiatives are proposed and indicative dates from the start of the project are indicated.

Thus, in Uzbekistan, the state and the medical business are aiming for cooperation, which will bring benefits, first of all, for citizens, since as a result of such an interaction, the quality of medical services increases. O’zbekistonda bunday loyihalar boshlang’ich bosqichda, ammo ularning imkoniyatlari aniq. Xalqaro moliya korporatsiyasining dastlabki baholash natijalari shuni ko’rsatadiki, bunday loyihalar bizning mamlakatimizda qanday imkoniyatlarga ega bo’lishi mumkin.

Ushbu tadqiqotda davlat laboratoriyalari, rentgen nurlari tarmog’i, bir qator davlat kasalxonalari va mintaqaviy ko’p funktsiyali tibbiyot markazi kabi tibbiyot muassasalari bilan birgalikda PPP loyihalarini amalga oshirish imkoniyatlari baholandi. Shuningdek, onkologiya va tibbiy sug’urta kabi sohalarda DXHni joriy etish imkoniyatlari ko’rib chiqiladi.

«Biz eng muhim ijtimoiy muammolarni hal qilish uchun davlat yaratadigan resurs bazasini kengaytirish uchun biznes salohiyatini jalb qilish naqadar muhimligini tushunamiz. Sog’liqni saqlash sohasiga qo’shimcha moliyaviy resurslarni, xususiy investitsiyalarni jalb qilish uchun eng qulay shart-sharoitlarni yaratish zarur. Bugungi kunda taqdim etilgan dastlabki natijalar xususiy sarmoyalar uchun istiqbolli loyihalar ma’lumotlar bazasini yaratishga imkon beradi ”, – dedi O’zbekiston Respublikasi Moliya vazirligi huzuridagi Davlat-xususiy sektor hamkorligini rivojlantirish agentligi direktori G’olib Xoljigitov.

IFC Yevropa va Markaziy Osiyo, Yaqin Sharq va Shimoliy Afrikada sog’liqni saqlash bo’yicha loyihalar menejeri Karin Bashonji xonim boshchiligidagi hukumatga natijalarni taqdim etish uchun O’zbekistonga tashrif buyurdi. Sog’liqni saqlash sohasidagi mumkin bo’lgan yangi DXH loyihalarini aniqlash uchun tahlil natijalarining taqdimoti, potentsial loyihalarni ko’rib chiqish, ustuvor loyihalarni amalga oshirishning ustuvorligi va rejasini muhokama qilish bilan yakunlandi.

Karin Bashonji xonim ta’kidlaganidek: «Davlat va xususiy sektor hamkorligi davolashning innovatsion amaliyotini, klinikalarni texnologik jihozlarini joriy etish va sohada tibbiy yordam sifatini oshirish uchun samarali mexanizmdir. O’zbekistonda bir qator DXH tashabbuslari, shu jumladan sog’liqni saqlash sohasida amalga oshirilmoqda. Men XMKning O’zbekistonda dializ markazlarini moliyalashtirish, jihozlash, xizmat ko’rsatish va faoliyat ko’rsatishi uchun xususiy investorlarni jalb qilish bo’yicha maslahatlashuvlarini ta’kidlayman. Ishonchim komilki, bizning potentsial loyihalarimizni tahlil qilish sog’liqni saqlash sohasida DXH loyihalarini rivojlantirish uchun yangi turtki beradi va bu zamonaviy tibbiy yordamni O’zbekiston fuqarolari uchun yanada qulay qiladi. ”

Sog’liqni saqlash va tibbiy texnologiyalar sohasidagi potentsial DXH loyihalarini tahlil qilayotganda, IFC tashqi ixtisoslashgan mutaxassislarning yordamiga murojaat qiladi. Har bir holatda, loyihaning ahamiyati aniqlanadi, uning tavsifi beriladi, kapital qo’yilmalar hajmi va to’lovlarning tuzilishi belgilanadi. Potentsial moliyaviy ta’sirlar iqtisodiy samaralar va xavflarni hisoblash uchun ham baholanadi; muqobil tashabbuslar taklif etiladi va loyihaning boshlanishidan boshlab sanalar ko’rsatiladi.

Shunday qilib, O’zbekistonda davlat va tibbiyot biznesi hamkorlikka intilmoqda, bu birinchi navbatda fuqarolarga foyda keltiradi, chunki bunday o’zaro ta’sir natijasida tibbiy xizmatlarning sifati oshadi. Potentsial DXH loyihalarini amalga oshirish, yuqori texnologiyali tibbiy yordam ko’rsatadigan yangi tibbiy tashkilotlar paydo bo’lishiga yordam beradi.

 

 [:ru]Международная финансовая корпорация (IFC), член Группы Всемирного банка, представила правительству Узбекистана Результаты предварительной оценки возможностей реализации программы государственно-частного партнерства (ГЧП) в сфере здравоохранения. Известно, что ГЧП в области здравоохранения является одной из самых популярных сфер для развития ГЧП во всем мире. В Узбекистане такие проекты находятся на начальной стадии, но их потенциал очевиден. Результаты предварительной оценки IFC показывают, какие возможности подобных проектов могут быть востребованы в нашей стране.

В данном исследовании проведена оценка возможностей реализации проектов ГЧП совместно с такими  медицинскими учреждениями как  государственные лаборатории, рентгенографическая сеть, ряд государственных больниц и региональный многофункциональный медицинский центр. Рассмотрены также возможности внедрения ГЧП в таких сферах как онкология и медицинское страхование.

«Мы понимаем, насколько важно привлечь потенциал бизнеса для расширения ресурсной базы, которую государство создает для решения важнейших социальных проблем. Необходимо создать максимально благоприятные условия для привлечения дополнительных финансовых средств, частных инвестиций в сферу здравоохранения. Представленные сегодня предварительные результаты создают основу для базы проектов, перспективных для частных инвестиций», –  сказал Голиб Холжигитов, Директор Агентства по развитию государственно-частного партнерства при Министерстве финансов Республики Узбекистан.

Для презентации результатов правительству в Узбекистан прибыла команда IFC во главе с г-жой Карин Башонжи, руководителем проектов ГЧП в здравоохранении стран Европы, Центральной Азии, Ближнего Востока и Северной Африки. За презентацией результатов анализа по определению возможных новых проектов ГЧП в здравоохранении последовало рассмотрение потенциальных проектов, определение приоритетов и обсуждение плана реализации приоритетных проектов.

Как отметила г-жа Карин Башонжи, – «Государственно-частное партнерство – эффективный механизм для внедрения в отрасль инновационных практик лечения, технологического оснащения клиник, улучшения качества оказания медицинской помощи. В Узбекистане уже реализуется ряд инициатив по ГЧП, в том числе и в области здравоохранения. Отмечу консультации IFC по привлечению частных инвесторов для финансирования, оснащения, обслуживания и эксплуатации диализных центров в Узбекистане. Уверена, подготовленный нами анализ потенциальных проектов придаст новый импульс и откроет большие перспективы для развития проектов ГЧП в здравоохранении, что позволит сделать современную медицинскую помощь более доступной для граждан Узбекистана».

Анализируя потенциальные проекты ГЧП в области здравоохранения и медицинских технологий МФК прибегает к помощи внешних узкоспециализированных экспертов. В каждом конкретном случае определяется актуальность проекта, приводится его описание, устанавливается размер капитальных вложений и структура платежей. Также оцениваются потенциальное финансовое воздействие, чтобы рассчитать экономический эффект, и риски; предлагаются альтернативные инициативы и указываются ориентировочные сроки с момента начала реализации проекта.

Таким образом, в Узбекистане государство и медицинский бизнес нацеливаются на сотрудничество, что принесет выгоду, в первую очередь, для граждан, поскольку в результате такого взаимодействия повышается качество медицинских услуг. Реализация потенциальных проектов ГЧП будет способствовать появлению на рынке новых медицинских организаций, оказывающих высокотехнологичную медицинскую помощь.[:]
