Today, on December 15th, the winners of tenders for the construction and operation of 3 solar photovoltaic plants with a total capacity of 500 MW in the Bukhara, Namangan and Khorezm regions were determined.
This project is being implemented with the support of the International Finance Corporation within the framework of the “program for the development of projects for the construction of solar photovoltaic plants with a total capacity of 1000 MW and the provision of consulting services” (IFC Scaling Solar Program).
At stage 3, a project is being implemented to build 3 solar photovoltaic plants with a total capacity of 500 MW in the Bukhara, Namangan and Khorezm regions.
The 1st stage of the tender (RFQ) for this project was held on August 31, 2021, 11 international companies successfully passed it. Phase 2 (RFP), on the other hand, ended on November 11, 2022, when 4 companies out of 11 submitted their proposals by the deadline. These are:
1. Abu Dhabi Future Energy Company-Masdar (UAE) – 3 projects;
2. Alarko Holding AS (Turkey) – for medium and small projects;
3. GD Power-Powerchina Consortium (China) – for 3 projects;
4. Voltalia SA (France) – for a small project.
At the ceremony dedicated to determining the investors of the winners of the tender:
«This project is part of the efforts of the Government of Uzbekistan to increase the production of green energy through the development of renewable energy projects financed and managed from private sources, – noted Minister of Energy of Uzbekistan Jurabek Mirzamakhmudov, – and it will also help our country to reduce energy prices in the interests of the population, reduce dependence on fossil fuels and reduce harmful emissions into the atmosphere during energy production.» it serves to achieve our common goals of reducing emissions.»
Finance Minister Timur Ishmetov: – Power plants that were previously built at the expense of the state budget or public debt have been built at the expense of private funds in recent years. The new development strategy of Uzbekistan for 2022-2026, based on the principles of PPP, provides for the allocation of $ 14 billion, 3.2 billion. including in the energy sector, it is planned to implement 9 dollar projects. It is expected that tenders for two more projects – solar and wind power plants – will be completed in 2023. These projects mean that the development strategy is consistently applied to life».
According to the results of the competition:
Company Masdar won the tender for the construction of a 250 MW project in the Bukhara region.
GD Power-Powerchina Consortium won the tender for the construction of a 150 MW project in Namangan region.
The company Voltalia SA won the tender for the construction of a 100 MW project in the Khorezm region.
The winning investors will now be engaged in the design, financing, construction, operation and maintenance of solar photovoltaic plants.
It is planned to sign agreements on public-private partnership and state support with the winners in the 1st quarter of 2023, start construction work in the 4th quarter of 2023 and put these stations into operation in the 4th quarter of 2024 and the discussions are ongoing.

3-bosqichda Buxoro, Namangan va Xorazm viloyatlarida umumiy quvvati 500 MVt bo‘lgan 3 ta quyosh fotoelektr stansiyalarini qurish loyihasi amalga oshirilmoqda.
Mazkur loyiha bo‘yicha tenderning 1-bosqichi (RFQ) 2021 yil 31 avgustda o‘tkazilib, undan 11 ta xalqaro kompaniya muvaffaqiyatli o‘tdi. 2- bosqich (RFP) esa 2022-yil 11-noyabrda yakunlanib, 11 ta kompaniya orasidan 4 ta kompaniya belgilangan muddatgacha takliflarini taqdim etdi. Bular:
1. Abu Dhabi Future Energy Company– Masdar (BAA) – 3 ta loyihaga;
2. Alarko Holding AS (Turkiya) – o‘rta va kichik loyihaga;
3. GD Power – Powerchina konsorsiumi (Xitoy) – 3 ta loyihaga;
4. Voltalia SA (Fransiya) – kichik loyihaga.
Tender tanlovida g‘olib investorlarni aniqlashga bag‘ishlangan marosimda:
“Ushbu loyiha O‘zbekiston hukumati tomonidan xususiy moliyalashtiriladigan va boshqariladigan qayta tiklanuvchi energetika loyihalarini rivojlantirish orqali yashil energiya ishlab chiqarishni ko‘paytirishga qaratilgan sa’y-harakatlarning bir qismidir, – dedi Energetika vaziri Jo‘rabek Mirzamahmudov – Shuningdek, bu mamlakatimizga aholi manfaatlari uchun energiya manbalari narxlarini pasaytirish, qazib olinadigan yoqilg‘iga qaramligini kamaytirish va energiya ishlab chiqarishda atmosferaga zararli chiqindilarni kamaytirish bo‘yicha umumiy maqsadlarimizga erishishga xizmat qiladi”.
Moliya vaziri Temur Ishmetov – Avvallari davlat byudjeti yoki davlat qarzi hisobiga qurilayotgan elektr stansiyalar so‘nggi yillarda xususiy mablag‘lar hisobiga qurilmoqda. 2022-2026 yillarga mo‘ljallangan Yangi O‘zbekistonning taraqqiyot strategiyasida DXSh tamoyillari asosida 14 mlrd. dollarlik loyihalarni, jumladan energetika sohasida 3,2 mlrd. dollarlik 9 ta loyihalar amalga oshirilishi ko‘zda tutilgan. 2023 yilda yana ikkita loyiha – quyosh va shamol stansiyalari bo‘yicha tenderlar yakunlanishi kutilmoqda. Ushbu loyihalar taraqqiyot strategiyasi hayotga izchil tatbiq etilayotgani anglatadi».
Tanlov natijalariga ko‘ra:
Masdar kompaniyasi Buxoro viloyatida 250 MVt quvvatga ega loyiha bo’yicha g‘olib bo‘ldi.
“GD Power – Powerchina” konsorsiumi (Xitoy) kompaniyasi Namangan viloyatida 150 MVt quvvatga ega loyiha uchununda ishlab chiqarilgan bir kilovatt-soat elektr energiyasini 4,828 AQSh sentida yetkazib berish taklifi bilan g‘olib deb topildi. Ushbu loyiha bo‘yicha tarifni optimallashtirish yuzasidan qo‘shimcha muzokaralar o‘tkaziladi.
Voltalia SA kompaniyasi Xorazm viloyatida 100 MVt quvvatga ega loyiha bo’yicha g‘olib deb topildi.
G‘olib bo‘lgan investorlar quyosh fotoelektr stansiyalarini loyihalash, moliyalashtirish, qurish, foydalanish va texnik xizmat ko‘rsatish bilan shug‘ullanadi.
G‘oliblar bilan davlat-xususiy sheriklik to‘g‘risidagi va davlat tomonidan qo‘llab- quvvatlash to‘g‘risidagi bitimlarni 2023-yilning 1-choragida imzolash va qurilish ishlarini 2023-yilning 4-choragida boshlash xamda 2024-yilning 4-choragida ushbu stansiyalarni ishga tushirish rejalashtirilgan va muhokamalar davom ettiriladi.

[:ru]Сегодня, 15-декабря, были определены победители тендеров на строительство и эксплуатацию 3 солнечных фотоэлектрических станций общей мощностью 500 МВт в Бухарской, Наманганской и Хорезмской областях.
Данный проект реализуется при поддержке международной финансовой корпорации в рамках “программы разработки проектов строительства солнечных фотоэлектрических станций общей мощностью 1000 МВт и предоставления консультационных услуг” (IFC Scaling Solar Program).
На третьем этапе реализуется проект строительства 3 солнечных фотоэлектрических станций общей мощностью 500 МВт в Бухарской, Наманганской и Хорезмской областях.
1-й этап тендера (RFQ) по данному проекту был проведен 31 августа 2021 года, его успешно прошли 11 международных компаний. Фаза 2 (RFP), с другой стороны, завершилась 11 ноября 2022 года, когда 4 компании из 11 представили свои предложения к установленному сроку. Это:
1. Абу– Даби Future Energy Company – Масдар (ОАЭ) – 3 проекта;
2. Alarko Holding AS (Турция) – к среднему и малому проекту;
3. GD Power-консорциум Powerchina (Китай) – на 3 проекта;
4. Voltalia SA (Франция) – к небольшому проекту.
На церемонии, посвященной определению инвесторов победителей тендера:
«Этот проект является частью усилий правительства Узбекистана по увеличению производства зеленой энергии за счет развития проектов в области возобновляемых источников энергии, финансируемых и управляемых из частных источников, – отметил Министр энергетики Узбекистана Джурабек Мирзамахмудов, – и он также поможет нашей стране снизить цены на энергоносители в интересах населения, снизить зависимость от ископаемого топлива и снизить вредные выбросы в атмосферу при производстве энергии служит для достижения наших общих целей по сокращению выбросов».
Министр финансов Темур Ишметов: – Электростанции, которые ранее строились за счет государственного бюджета или государственного долга, в последние годы строятся за счет частных средств. В новой стратегии развития Узбекистана на 2022-2026 годы на основе принципов ГЧП предусмотрено выделение 14 млрд. долларов, 3,2 млрд. в том числе в энергетическом секторе, планируется реализация 9 долларовых проектов. Ожидается, что в 2023 году будут завершены тендеры еще на два проекта – солнечные и ветряные электростанции. Эти проекты означают, что стратегия развития последовательно применяется к жизни».
По результатам конкурса:
Компания Масдар выиграла тендер на строительство проекта мощностью 250 МВт в Бухарской области.
Консорциум GD Power – Powerchina выиграла тендер на строительство проекта мощностью 150 МВт в Наманганской области.
Компания Voltalia SA выиграла тендер на строительство проекта мощностью 100 МВт в Хорезмской области.
Победившие инвесторы теперь будут заниматься проектированием, финансированием, строительством, эксплуатацией и обслуживанием солнечных фотоэлектрических станций.
С победителями планируется подписать соглашения о государственно-частном партнерстве и государственной поддержке в 1 квартале 2023 года, начать строительные работы в 4 квартале 2023 года и ввести в эксплуатацию эти станции в 4 квартале 2024 года, а также продалжаются обсуждения.
