The Ministry of Public Education announces the launch of the Request for Proposal (RFP) process for the Provision of Transaction Advisory Services to Select the Private Partner to Implement the Development of 15 Public Schools in Surkhandarya and Kashkadarya Regions under a PPP framework

The Development Strategy of New Uzbekistan for 2022-2026, approved by the Decree of the President of the Republic of Uzbekistan No. PP-60 (Development Strategy) and the Roadmap of Major Projects Planned for Implementation in 2022 – 2024 under a Public-Private Partnership (“PPP”) framework, approved by Decree of the President of the Republic of Uzbekistan No. PP-101 have set goals for various ministries and agencies in the Republic of Uzbekistan, including the development of public schools by the Ministry of Public Education of the Republic of Uzbekistan (“MOPE”) with the support of the PPP Development Agency under the Ministry of Finance of the Republic of Uzbekistan (“PPPDA”).

The MOPE, with the support of the PPPDA, is currently implementing a comprehensive public schools development program under a PPP framework with a target to develop up to 100 public schools across Uzbekistan (“PPP Schools Program”). There are three separate projects that are currently being implemented under the PPP Schools Program, each being led by a multilateral development bank acting as transaction advisors:

13 Schools in Tashkent City and Tashkent Region by the Asian Development Bank;

15 Schools in Samarkand and Andijan by the International Finance Corporation;

15 Schools in Namangan and Ferghana by the European Bank for Reconstruction and Development.

As the fourth project of the PPP Schools Program, the MOPE and the PPPDA (hereinafter referred to as “Clients”) aim to launch the selection process of a Private Partner to implement the Development of 15 Public Schools in Surkhandarya and Kashkadarya Regions under a PPP Framework (“Project”).

For this purpose, the Clients with the support of the Ministry of Finance of the Republic of Uzbekistan (“MOF”) have launched a Request for Proposal (“RFP”) process to select and appoint a Transaction Advisor (“Advisor”) to support them with the project preparation and management of the selection process of the Private Partner to implement the Project according to the laws of the Republic of Uzbekistan including the PPP Law dated 10 May 2019 (“Applicable PPP Law”).

Given your past interest in providing PPP advisory services to the Government of Uzbekistan, we kindly inform you to launch this request for proposals process and invite you to respond to the request for proposals document attached by 18:00 Tashkent time on June 27, 2022.
