REPORT As of March 1, 2022 on the implementation of the state program which was approved by the Government of Uzbekistan with №PD-60 “New Development Strategy of Uzbekistan for 2022 – 2026” on January 28, 2022

According to the paragraph 105 of the State Program approved by Annex 2 to the Presidential Decree of the Republic of Uzbekistan dated January 28, 2022 “On the Development Strategy of New Uzbekistan for 2022-2026” PF-60, it is planned to implement 154 public-private partnership projects worth about 14 billion US dollars in energy, transport, healthcare, education, ecology, utilities, water management and other sectors.

The analysis of these public-private partnership (PPP) projects by sectors reveals the following:

Energy sector:

9 projects planned to be implemented in the energy sector in
2022-2026 is under
study. These are:

  • Construction of 200 MW Wind Power Plant (EBRD Wind II) in the Republic of Karakalpakstan in cooperation with the European Bank for Reconstruction and Development;
  • Construction of 700 MW Wind Power Plant (EBRD Wind III) in the Republic of Karakalpakstan and regions in cooperation with the European Bank for Reconstruction and Development ;
  • Construction of 100 MW solar photovoltaic plant in Fergana region in cooperation with the Asian Development Bank (ADB Solar 3);
  • Modernization of 4 thermal power plants in Tashkent and introduction of cogeneration technologies (Phase 1, at the initiative of Stone City);
  • Construction of 150 MW solar photovoltaic power plants in Jizzakh region in cooperation with the Asian Development Bank (ADB Solar 4);
  • Toyota Tsusho Corp. construction of 500 MW wind power plant in collaboration with (with 240-720 storage batteries);
  • Modernization and management of the gas supply system of Jizzakh region (interest is expressed by the Turkish company “AKSA Dogal Gas”);
  • Modernization and commissioning of the Tashkent city gas supply system;
  • Tashkent city electricity distribution network management projects.

Education:

For 6 major projects planned to be implemented in the field of education in 2022-2026 Memorandums od Undestanding (MoU) on construction of schools and preschool educational institutions on the basis of private partnership were signed. Including:

The concept and feasibility study for the project to build 16 secondary schools with a capacity of 28,512 seats in Tashkent and Tashkent region worth about $ 80 million is being developed;

The assessment process is ongoing to select areas for the project to build 15 secondary schools in the country on the basis of PPP with the advisory of International Financial Corporation, worth about $ 50 million;

The Contribution Agreement is being prepared for the project to build up to 15 secondary schools in the country on the basis of PPP with the advisory help of European Bank for Reconstruction and Development, worth about $ 50 million;

With the support of Delphos International, negotiations are underway on a project to establish 50 secondary schools in the regions on the basis of PPP;

The information required by the Asian Development Bank for the project on construction and reconstruction of preschool educational institutions (kindergartens) on the basis of PPP in the Republic, worth about $ 50 million, is being collected;

The European Bank for Reconstruction and Development (EBRD) has expressed interest in providing consulting services for a project to establish student housing for 100 higher education institutions on the basis of the SSC, and negotiations are underway.

Ecology:

In 2022-2023, total 32 projects are planned to be implemented on the basis of public-private partnership worth $ 38.4 million for the establishing cluster services for the collection, removal, sorting and processing of solid waste in the Republic of Karakalpakstan and regions.

During the Economic Forum of Uzbekistan “Summary and Prospects of Economic Reforms” on September 29-30, 2021, the Memorandum of Understanding was signed with the Asian Development Bank to implement the project of establishing cluster services for collection, removal, sorting and recycling of household waste in Tashkent city and Tashkent region worth $ 300 million. Currently, the preparation of project documentation is underway.

Utilities:

2 PPP projects are planned to be implemented in the field of utilities in 2022-2026. Currently, preparation and study of project documents are ongoing:

  • Modernization and management of the Tashkent city sewage treatment plant on the basis of public-private partnership with the support of the Asian Development Bank;
  • Modernization of the heat supply system in Jizzakh and Bukhara regions on the basis of public-private partnership with the support of the Asian Development Bank.

Transport sector:

In transport sector 4 PPP projects are planned to be implemented in 2022-2026 and for them, preparation and study of project documents continues:

  • Work is underway to attract a consulting company to develop the Final Feasibility Study for the Tashkent-Andijan toll road project, which is being implemented with the support of the World Bank;
  • Work is underway to involve a consulting company to develop the Final Feasibility Study for the Tashkent-Samarkand toll road project, which is being implemented with the assistance of the European Bank for Reconstruction and Development;
  • Work is underway to attract the Islamic Development Bank for the construction of a 66-kilometer highway between Samarkand and Shakhrisabz and a 4.4-kilometer tunnel on the Takhtakoracha Pass;
  • World Bank is studying the projects on modernization and management of Tashkent and regional international airports.

 Healthcare:

3 PPP projects are planned to be implemented during 2022-2026 preparation and study of relevant documents on projects is underway. Including:

With the support of the International Finance Corporation, the concept of a project to establish Radiotherapy Medical Centers in Fergana, Tashkent, Samarkand and Khorezm regions has been developed and approved by the Cabinet of Ministers and tender documents are currently being prepared;

With the support of the International Finance Corporation, legal consultants are being involved in the project to establish a multidisciplinary hospital in Fergana region through the World Bank’s “Institutional Capacity Building” credit line;

The project of establishing medical centers in Andijan and Bukhara regions is being studied by the Asian Development Bank.

Water Resources and Irrigation sector:

In the field of water management for 2022-2026 , negotiations on the implementation of the project on the use of alternative energy in pumping stations in Jizzakh and Syrdarya regions with the German company “Mikara” and the project on the use of alternative energy in pumping stations in the Republic of Karakalpakstan with the UAE company “Alcazar” are being carried out.

Besides, in accordance with paragraph 216 of the state program, it is planned to build 47 student housing dormitories with the capacity of 18800 people on the basis of public-private partnership in 2022, and appropriate measures are being taken to implement these projects.

At the same time, according to the Resolution of the Cabinet of Ministers No. 563, it is planned to build 228 student dormitories with the capacity of 91,200 students for students of higher education institutions in 2022-2025.

Today, initiatives are being taken by local investors to build student housing on the basis of PPP for higher education institutions.

As of March 1, work has been carried out on 11 projects with a total capacity of 4,750 seats, of which tenders for 5 projects with 2,050 seats have been announced, the concepts of 5 projects with 2,300 seats have been approved by the Agency, 1 project with 400 seats are being developed. Including,

1) Samarkand State University is in the process of signing an agreement on the construction of a dormitory for 350 students;

2) The concept of the project on construction of a dormitory for 500 places for the Almalyk branch of the Tashkent Technical University named after I.Karimov was approved and the tender was announced;

3) The concept of the project of construction of a dormitory for 400 places for the Samarkand branch of the Tashkent University of Information Technologies named after Muhammad Al-Khwarizmi was approved and a tender was announced;

4) The concept of the project of construction of a dormitory for 500 places for the Samarkand state institute of foreign languages was approved and the tender was announced;

5) The concept of the project of construction of a dormitory for 300 places for the Bukhara state medical institute was approved and the tender was announced;

6) The concept of the project for the reconstruction of 600-seat student housing for the Andijan Institute of Agriculture and Agrotechnics was agreed by the Agency and is currently being approved by the Ministry of Agriculture;

7) The concept of the project for the construction of 400-seat student housing for Andijan State University was agreed by the Agency and is currently being approved by the university;

8) The concept of the project for the construction of a dormitory for 400 students for the Andijan Institute of Economics and Construction was agreed by the Agency and is currently being approved by the institute;

9) The concept of the project for the construction of a dormitory for 500 students for the Samarkand Institute of Veterinary Medicine was agreed by the Agency and is currently being approved by the institute;

10) The concept of the project for the construction of a dormitory for 400 students for the Andijan Institute of Mechanical Engineering was agreed by the Agency and is currently being approved by the institute;

11) Work is underway to implement a project to build a dormitory for 400 students for Andijan State Medical Institute.
