As of February 1, Projects implemented by the Public-Private Partnership Development agency under the Ministry of Finance of the Republic of Uzbekistan in 2019-2022 REPORT

The Public-Private Partnership Development Agency under the Ministry of Finance of the Republic of Uzbekistan together with relevant ministries and agencies in 2019-2022 have been implementing 265 public-private partnership (PPP) projects with a total value of 2.9 billion dollars including 5 in the energy sector, 3 in the utilities sector, 1 in the transport sector, 30 in the healthcare sector, 105 in water management, 54 in the field of ecology, 36 in the field of education, 13 in the field of handicraft industry, 15 in culture sector and one in each field – sports, agriculture, information technology and law enforcement.

From:

  • The number of projects signed under the PPP agreement 210;
  • The number of projects on the eve of the signing of the PPP agreement 23;
  • Number of projects in the tender stage – 32.

 In addition, in accordance with paragraph 105 of the State Program approved by Annex 2 to the Decree of the President of the Republic of Uzbekistan dated January 28, 2022 “On Development Strategy of New Uzbekistan for 2022-2026” №60, it is planned to implement 154 public-private partnership projects in energy, transport, healthcare, education, ecology, utilities, water management and other sectors which total worth  about $14 billion.

The analysis of these public-private partnership (PPP) projects by sectors revealed the following. Including:

Energy sector:

In energy sector on the basis of public-private partnership in 2020-2021
5 projects have been carrying out, including:

  1. On December 17, 2021, an agreement on the construction of a 100 MW wind farm in Karaozak district of the Republic of Karakalpakstan was signed in cooperation with the European Bank for Reconstruction and Development . The project cost is $ 108 million and the project period is 25 years .
  2. In addition, tenders for 4 more PPP projects are underway. These are:
  •  Project on construction of a 300 MW solar photovoltaic power plant in Guzar district of Kashkadarya region in cooperation with the Asian Development Bank (initial cost of the project – $ 210 million ; project period – 25 years );
  •  Project for the construction of a solar photovoltaic power plant with a capacity of 250 MW in Alat district of Bukhara region in collaboration with the International Finance Corporation (initial cost of the project – 213 million US dollars ; project period – 25 years );
  •  Project for the construction of a solar photovoltaic power plant with a capacity of 100 MW in Khorezm region in collaboration with the International Finance Corporation (initial cost of the project – $ 61 million ; project period – 25 years );
  •  Construction of a 150 MW solar photovoltaic power plant in Pop district of Namangan region in cooperation with the International Finance Corporation (initial cost of the project – 92 million US dollars ; project period – 25 years ).

Also, the preparation and study of documents on 9 projects planned to be implemented in the energy sector in 2022-2026 is underway. These are:

  •  Construction of a 200 MW Wind Power Plant (EBRD Wind II) in the Republic of Karakalpakstan in cooperation with the European Bank for Reconstruction and Development ;
  •  Construction of 700 MW Wind Power Plant (EBRD Wind III) in the Republic of Karakalpakstan and regions in cooperation with the European Bank for Reconstruction and Development ;
  •  Construction of a 100 MW solar photovoltaic plant in Fergana region in cooperation with the Asian Development Bank (ADB Solar 3);
  •  Modernization of 4 thermal power plants in Tashkent and introduction of cogeneration technologies (Phase 1, at the initiative of Stone City);
  •  Construction of 150 MW solar photovoltaic power plants in Jizzakh region in cooperation with the Asian Development Bank (ADB Solar 4);
  •  Toyota Tsusho Corp. construction of a 500 MW wind power plant in collaboration with (with 240-720 storage batteries);
  •  Modernization and management of the gas supply system of Jizzakh region (interest is expressed by the Turkish company “AKSA Dogal Gas”);
  •  Modernization and commissioning of the Tashkent city gas supply system;
  •  Tashkent city electricity distribution network management projects.

Education sector:

  1. In 2019-2022, a total of 36 public-private partnership projects worth more than $ 15.5 million have been implemented.

Including:

A total of 31 PPP agreements in this area worth a total of $ 13.0 million were signed.

These include:

Establishment of 23 non-governmental schools on the basis of PPPs in the regions of the country;

Construction of sports grounds on the basis of PPP in the areas of 5 secondary schools in the country;

“Centralized system of electronic registration of student attendance” on the basis of PPP in schools located in the territory of Tashkent ;

People Projects for the establishment of modern test centers to conduct transparent tests on the basis of PPP to determine the level of knowledge and qualifications of teachers working in educational institutions in the field of science and specialties .

In addition, the tender process for 5 public-private partnership projects totaling $ 2.5 million has been completed, and work is underway to formalize PPP agreements with the winners.

  1. Also, documents are being prepared and studied on 6 major projects planned to be implemented in the field of education in 2022-2026 .

– Memorandums of understanding for the projects on the construction of schools and preschool educational institutions on the basis of private partnership were signed, including:

The concept and feasibility study for a project to build 16 secondary schools with a capacity of 28,512 seats in Tashkent and Tashkent region at a cost of about $ 80 million is being developed;

Study is underway to select areas for a project to build 15 secondary schools in the country on the basis of PPP, worth about $ 50 million;

The transaction advisory services agreement (TASA) is being prepared for a project to build up to 15 secondary schools in the country on the basis of PPP, worth about $ 50 million;

With the support of Delphos International, negotiations are underway on a project to establish 50 secondary schools in the regions on the basis of PPP;

The project on construction and reconstruction of preschool educational institutions (kindergartens) on the basis of PPP in the Republic, worth about $ 50 million, are being studied with the assistance of the Asian Development Bank;

The European Bank for Reconstruction and Development (EBRD) has expressed interest in providing consulting services for a project to establish student accomodations for 100 higher education institutions on the basis of the PPP, and negotiations are underway.

  1. At the same time, in accordance with the Resolution of the Cabinet of Ministers No. 563, in 2022-2025 it is planned to build 228 student dormitories for 91,200 places for students of higher education institutions on the basis of PPP.

Today, initiatives are being taken by local investors to build student housing on the basis of PPP for higher education institutions. Including,

Samarkand State University is in the process of signing an agreement on the construction of a dormitory for 350 students;

The concept of the project for the construction and reconstruction of a dormitory for 500 students for the Almalyk branch of the Tashkent Technical University named after I.Karimov was approved and a tender was announced.

The project for the construction and reconstruction of 600-seat student housing for the Andijan Institute of Agriculture and Agrotechnics was agreed by the Agency and is currently being approved by the Ministry of Agriculture.

 Ecology sector:

  1. In 2019-2022, a total of 54 public-private partnership (PPP) projects were implemented, worth more than $ 74.8 million.

Including:

For 19 public-private partnership projects for cluster services for collection, removal, sorting and processing of solid waste the PPP agreements were signed and work began.

For 7 projects in Andijan region, the tender process for public-private partnership projects has been completed, and work is underway to sign PPP agreements with the tender winners.

For 28 public-private partnership projects including 1 in the Republic of Karakalpakstan and Fergana region, 4 in Bukhara, 3 in Jizzakh, 2 in Syrdarya, 3 in Surkhandarya and 14 in Kashkadarya region, tenders are underway.

  1. In 2022-2023, 32 projects for the cluster services for the collection, removal, sorting and processing of solid waste in the Republic of Karakalpakstan and regions, worth $38.4 million are planned to be implemented on the basis of public-private partnership.
  2. Besides, during the Uzbek Economic Forum held on September 29-30, 2021, the memorandum of understanding was signed with the Asian Development Bank for the public-private partnership project to establish cluster services for collection, removal, sorting and disposal of household waste in the city of Tashkent and Tashkent region, worth $ 300 million. Currently, the preparation of project documentation is underway.

Utilities:

  1. In the sector of utilities, during 2019 – 2022, work on the implementation of 3 PPP projects has been carried out and PPP agreements have been signed on the following 2 projects:
  • Direct negotiations were held with the French company “Veolia”, a private initiator of the project on modernization and management of heating systems in Tashkent (project cost – 1.4 billion euros; project duration – 30 years). The agreement was signed on 30.09.2021.
  • The project on modernization of the heating system of social facilities in Bostan district of Andijan region (project cost – 0.57 million US dollars; project period – 10 years).

In addition, the winner of the tender for the modernization of sewage treatment plant in Namangan was identified and it is on the eve of the signing of the agreement (project cost – 90 million US dollars; project duration – 25 years; the winner of the tender – Metito).

  1. Besides, the following projects are planned to be implemented in the field of utilities in 2022-2026 and Preparation and study of project documents continues:
  • Modernization and management of the Tashkent city sewage treatment plant on the basis of public-private partnership with the support of the Asian Development Bank ;
  • Modernization of the heat supply system in Jizzakh and Bukhara regions on the basis of public-private partnership with the support of the Asian Development Bank.

Transport sector:

In transport sector during 2019-2022, work has been carried out on the implementation of 5 major public-private partnership projects, of which 1 project PPP agreement was signed:

  • Samarkand International Airport Modernization
    and Management Project (project cost – 82.8 million US dollars; project period – 20 years). The PPP agreement was signed on 23.09.2021.

Currently, a draft government support agreement for this project is being studied.

4 projects to be implemented in in 2022-2026 in the field of transport are at the stage of preparation and study of project documents:

  • Work is underway to attract a consulting company to develop the Final Feasibility Study for the Tashkent-Andijan toll road project, which is being implemented with the support of the World Bank;
  • Work is underway to involve a consulting company to develop the Final Feasibility Study for the Tashkent-Samarkand toll road project, which is being implemented with the assistance of the European Bank for Reconstruction and Development;
  • Work is underway to attract the Islamic Development Bank for the construction of a 66-kilometer highway between Samarkand and Shakhrisabz and a 4.4-kilometer tunnel on the Takhtakoracha Pass;
  • World Bank is studying the projects on modernization and management of Tashkent city and regional international airports .

Healthcare:

  1. In the field of healthcare in 2019 – 2022 measures have been taken to implement for 30 PPP projects, and PPP agreements have been signed for 28 projects worth $ 35.6 million.

Besides, the tender stages for 2 PPP projects have been completed and the PPP agreement is about to be signed.

  1. 3 projects are planned to be implemented during 2022-2026 and preparation and study of relevant documents on projects is underway. Including:

With the support of the International Finance Corporation, the concept of the project to establish Radiotherapy Medical Centers in Fergana, Tashkent, Samarkand and Khorezm regions has been developed and approved by the Cabinet of Ministers and tender documents are currently being prepared;

With the support of the International Finance Corporation, Legal consultants are being involved in the project to establish multidisciplinary hospital in Fergana region through the World Bank’s “Institutional Capacity Building” credit line;

Preliminary studies on projects to establish polyclinics and medical centers in Andijan and Bukhara regions are underway with the support of the Asian Development Bank.

Water resources management sector:

The measures have been taken to implement 105 PPP projects in the water resources sector, and 105 PPP agreements were signed.

Besides, negotiations with the German company Micara on the implementation of the project on alternative energy use of pumping stations in Jizzakh and Syrdarya regions in 2022-2026 and with the UAE company Alcazar for the project on the use of alternative energy in pumping stations in the Republic of Karakalpakstan are eing carried out.

Culture sector:

In the period from 2019 to 2022, 15 PPP projects, worth 4.87 million dollars have been implementing and 7 PPP agreements have been signed for these projects.

And, for 8 PPP projects, which total worth 2.95 million dollars, are underway and the agreement is about to be signed.

 In the field of information technology:

In 2019, the project agreement on the creation, operation and maintenance of a national information system for monitoring and tracking of labels for alcohol and tobacco products was signed with private partner “CPRT TURON LLC” (initial cost of the project – $ 5 million).

Handicraft industry:

In 2021, measures have been taken to implement 13 PPP projects worth $0.54 million in the handicraft industry sector and PPP agreements were signed for these projects.

In the field of veterinary development, a PPP agreement was signed in 2021     on the project of establishing a breeding complex at the Fish Research Institute in Yangi Yol district of Tashkent region, initiated by “Xorazm Baliq sanoati agro” Ltd. (initial cost of the project – $ 5 million).

In the field of law enforcement, the project for the construction of infrastructure facilities on the basis of PPP for the development of the Navoi regional prosecutor’s office has been implemented and PPP agreement was signed (project cost – 3 million US dollars; project period – 3 years).
