Projects implemented by the Agency for Public-Private Partnership Development agency under the Ministry of Finance of the Republic of Uzbekistan in 2021 REPORT

The Agency, together with relevant ministries and agencies, has implemented a total of 183 public-private partnership (PPP) projects in 2021, including 5 in the energy sector, 2 in the utilities sector, 1 in the transport sector, 19 in the health sector, 97 in water management, 28 in the field of ecology, 6 in the field of education,13 in the field of industry, 8 in culture sector andone in each field – sports, agriculture, information technology and law enforcement, which total worth more than2.6 billion US dollars.

Of which:

  • Number of projects for which the PPP agreement was signed – 160;
  • Number of projects on the eve of the signing of the PPP agreement – 4;

• Number of projects at the tender stage – 19;

When analyzing these projects across sectors:

Energy sector:

In 2021, 5 projectswere implemented in the energy sector, of which,the agreement for the following 1 project was signed:

– Construction of 100 MW wind farm in Karaozak district of the Republic of Karakalpakstan (with the support of the European Bank for Reconstruction and Development) (project cost – 108 million US dollars; project duration – 25 years).

In addition, tenders for 4 PPP project are underway:

– Construction of a solar photovoltaic plant with a capacity of 250 MW in Alat district of Bukhara region (project cost – 213 million US dollars; project duration – 25 years);

– Construction of a solar photovoltaic plant with a capacity of 100 MW inKhozarasp district of Khorezm region (project cost – 61 million US dollars; project duration – 25 years);

– Construction of a solar photovoltaic plant with a capacity of 150 MW inPop district of Namangan region (project cost – 92 million US dollars; project duration – 25 years);

– Construction of 300 MW solar photovoltaic power plant in Guzar district of Kashkadarya region (project cost – 210 million US dollars; project duration – 25 years).

In the process of preparation and study of documents on 9 projects in the energy sector for 2022-2026:

  • Construction of 200 MW Wind Power Plant in the Republic of Karakalpakstan (EBRD Wind II);
  • Construction of 700 MW wind power plant in the Republic of Karakalpakstan and regions (EBRD Wind III);
  • Construction of 300 MW solar photovoltaic plant in the regions;
  • Construction of 500 MW wind power plant (with 240-720 MW storage batteries);
  • Modernization of 4 thermal power plants in Tashkent and introduction of cogeneration technologies (Phase 1);
  • Modernization of thermal power plants in Tashkent and introduction of cogeneration technologies (Phase 2);
  • Modernization of the gas supply system of Jizzakh region;
  • Transfer of the Tashkent city gas supply system to management;
  • Transfer of the Tashkent city electricity distribution network to management.

Utilities sector:

During 2021, much work wasdone to implement 2 PPP projects in the field of public utilities.

In particular, PPP agreement has been signed on 1 projects:

– With the support of the Asian Development Bank, direct negotiations were held with the French company Veolia, a private initiator of the project on modernization and management of heating systems in Tashkent (project cost – 1.4billion euros; project duration – 30 years) and the PPP agreement. Signed on 30.09.2021;

In addition, the following project is in the eve of signing PPP agreement:

The projectfor modernization of Namangan city sewage treatment plant (project cost – 90 million US dollars; project duration – 25 years; the winning bidder – Metito).

In the process of preparation and study of 4 more project documents in the field of utilities for 2022-2026:

  • Modernization and management of the Tashkent sewage treatment plant on the basis of public-private partnership;
  • Construction of drinking water facilities and networks in Dehkanabad district of Kashkadarya region and improvement of drinking water quality;
  • Construction of sewage system in Karshi;
  • Modernization of the heat supply system in Jizzakh and Bukhara regions on the basis of public-private partnership.

Transport Sector:

A total of 1 major project in the transport sector was worked in 2021.

Work has been carried out on the implementation of public-private partnership projects, a PPP agreement has been signed on this project:

Modernization and managementof Samarkand International Airport

The project (project cost – $ 82.8 million; project duration – 20 years). The concept of the project was approved by the Cabinet of Ministers of the Republic of Uzbekistan on August 2, 2021. The agreement on PPP was signed on 23.09.2021.

During 2022-2026, work is underway to implement 4 more PPP projects in the transport sector:

– Construction of Tashkent-Andijan toll road:

The initial Feasibility Study (DTIA) for this project was developed by the World Bank and submitted to the Government. It is reported that the World Bank has already begun work on attracting international consultants to develop a pre-investment feasibility study (TIA) for the project. Consultants are scheduled to be involved by the end of 2021.

– Construction of Tashkent-Samarkand toll road:

The EBRD, in cooperation with the Austrian company ILF Consulting Engineers, developed the initial feasibility study for the project and submitted it on July 1, 2021. This document is being studied by the relevant ministries and departments. Next stage: development of a complete Feasibility Study.

– Modernization of the Samarkand-Shahrisabz road and construction of a tunnel in the Takhtakoracha pass;

– Modernization and management of international airports of the Republic (Based on PD-4300).

Healthcare Sector:

During 2021, measureswere taken to implement 19 PPP projects in the health sector, of which PPP agreements have been signed on 17 projects.

In addition, 2 more PPP projects are on the verge of signing PPP agreements.

During 2022-2026, research is being conducted on 4 more projects in the field of health:

  • Establishment of a multidisciplinary hospital in Fergana, Tashkent, Samarkand and Khorezm regions with the assistance of the International Finance Corporation (IFC);
  • Establishment of Nurli Medical Center with the support of the International Finance Corporation (IFC);
  • Establishment of polyclinics and medical centers in the regions with the support of the Asian Development Bank (ADB);
  • Establishment of a dental center on the basis of SUE “Samarkand city dental clinic”.

Water Management and Irrigation sector:

Measureswere taken to implement 97 PPP projects in the water sector in 2021, and to date, PPP agreements have been signed on 97 projects..

During the period from 2022 to 2026, research is being conducted on 6more PPP projects in the water sector, each worth more than $ 1 million.

Ecology sector:

In 2021, work was underway on 28 PPP projects in the field of ecology.

To date, PPP agreements have been signed on 13 projects, which worth about $21.8 million in total.

In the tender process – 15 projects.

During 2022-2026, research is being conducted on 8 projects in the field of ecology.

Among them, the largest one is the project of management of the services of the cluster for collection, removal, sorting and processing of household waste in Tashkent and Tashkent region on the basis of PPP, which is estimated to be $300 million.

Education sector:

During 2021, measures were taken to implement 6 PPP projects in the field of education, and PPP agreements were signed on these projects.

During 2022-2026, research is being conducted on 7 more projects in the field of education:

– Project for construction of 16 schools in Tashkent city and Tashkent region with the advisory support of the Asian Development Bank (project value is $80 mln);

– The project on establishment of 15 secondary schools (schools) in the Republic on the basis of PPP with the assistance of consulting of the International Finance Corporation, the cost of which is about 50 million US dollars;

– Project for the establishment of 15 secondary schools (schools) in the Republic on the basis of PPP, with a consulting support of the European Bank for Reconstruction and Development, worth about $ 50 million;

– Project for the establishment of 50 secondary schools (schools) in the Republic on the basis of PPP, with a consulting support of the “Delphos International”;

– Establishment of 20 pre-school educational institutions (kindergartens) in the Republic on the basis of PPPwith the advice of the Asian Development Bank, the value is approximate worth 50 million US dollars;

– Project for the establishment of dormitories for 100 higher education institutions on the basis of PPPwith the advice of the Asian Development Bank, the value is approximate worth $ 150 million;

– Organization of dormitory for 350 students on the territory of Samarkand State University.

Sports sector:

During 2021, the following 1 PPP project was carried out and signed in the field of sports:

– Project for the establishment of a modern indoor swimming pool and sports complex on the vacant land of the Khorezm regional branch of the Physical Culture and Sports Society of Uzbekistan “Yoshlik” in Urgench, Khorezm region.

In the process of preparation of pre-project documents for the following 1 PPP project in the field of sports for 2022-2026:

-Reconstruction and management of the central stadium (football stadium) of the Children and Youth Sports School of Uzbekistan district.

Industry sector:

During 2021, measures were taken to implement 13 PPP projects in the industrial sector worth a total of $0.54 million, and PPP agreements were signed on these projects.

Culture sector:

During 2021, 7 PPP projects was carried out and signed in the field of culture.

Besides, work is underway on the following 1 PPP project, and on the eve of the signing of the agreement:

– The project of reconstruction and equipping of “Children’s culture and recreation park” of Balikchi district of Andijan region on the basis of PPP (project value – 2 mln USD);

Information Technology sector:

In the period of 2021, project work was carried out on 1 PPP project in the field of information technology:

  • – Agreement on the creation, operation and maintenance of the national information system for monitoring and marking of markings, initiated by CPRT TURON LLC (initial cost of the project – $ 20 million) was signed on 29.12.2020.

Agriculture sector:

During 2021, a PPP agreement was signed for 1 PPP project in the agricultural sector:

– Project for the establishment of a breeding complex at the Fisheries Research Institute in Yangi Yol district of Tashkent region, initiated by Khorezm Balik Sanoat Agro LLC (initial cost of the project – 4.72 million US dollars).

Law enforcement sector:

In 2021, a PPP agreement was signed on 1 PPP project in the field of law enforcement.:

– Project for the construction of infrastructure facilities for the development of the Navoi regional prosecutor’s office on the basis of PPP conditions (project cost – 3 million US dollars; project duration – 3 years).
