Decree of the President of the Republic of Uzbekistan No. PF-5712 of April 29, 2019 “On approval of the Concept of development of the public education system of the Republic of Uzbekistan until 2030” and the Decree of the President of the Republic of Uzbekistan According to the Resolution No. PQ-3931 of September 5, 2018 “On measures to introduce new principles”, mechanisms of public-private partnership in the field of public education were introduced and the share of non-governmental educational institutions was increased.

No. 49,  Uchkuprik district, Fergana region. It is planned to establish a non-governmental educational institution on the basis of public-private partnership.

The terms of the public-private partnership project include:

construction of the necessary buildings and structures, as well as providing a modern material and technical base for a non-state secondary school in a PPP facility in accordance with project documentation agreed with the State partner;

– use of the dedicated PPP facility strictly for its intended purpose during the entire term of the agreement;

– construction of buildings and structures at the PPP facility, as well as reconstruction and operation in accordance with the rules of technical and fire safety during the entire term of the agreement;

– providing a plan for the development of a PPP facility for a long-term period to the state partner;

– education of children in a non-state educational institution from the corresponding microdistrict, as well as from families in need of social support in an amount of at least 20 percent of the total number of students, without paying tuition fees, starting from the moment the non-state educational school begins and during the entire period of validity agreement.

According to the Law of the Republic of Uzbekistan “On Public-Private Partnership”, the Ministry of Public Education invites private companies to submit statements of interest (Expression of Interest) in relation to the project and tenders (proposals), in accordance with the requirements included in the request for the RFI, available on the web -sites of the Ministry of Public Education and the Agency for the Development of Public-Private Partnerships under the Ministry of Finance:

In accordance with article 17 of the Law “On PPP”, in case of receiving a request for expressions of interest and bids, the Ministry of Public Education will hold a tender to identify a private partner with the participation of a private initiator of the project and interested third parties.
