Report on public-private partnership projects implemented in 2022 years and to be implemented in 2022-2026

Work was carried out on 212 public-private partnership (PPP) projects with the total value of more than 4.5 billion dollars.

Projects have been implemented in the following sectors: 8 in energy, 20 in healthcare, 52 in the field of water management, 53 in the field of ecology, 48 in the field of education, 24 in the field of culture, 2 in the field of employment and labor relations and 5 in the fields of transport, communal services, taxing, craft industry and law enforcement.

From:

  • The number of projects on which the PPP agreement was signed – 173 projects;
  • The number of projects on the eve of signing the PPP agreement 25 projects;
  • The number of projects at the tender stage – 14 projects. 

Moreover, in accordance with paragraph 105 of the State Program approved by the Decree of the President of the Republic of Uzbekistan dated January 28, 2022 “On the Development Strategy of New Uzbekistan for 2022-2026” No. PF-60, 154 public-private partnership projects which worth about 14 billion dollars will be implemented in the sectors of energy, transport, healthcare, education, ecology, communal services, water management and other sectors. Including:

11 in the field of energy;

5 in the field of transport;

3 in the field of communal services;

3 in the field of healthcare;

6 in the field of education;

33 in the field of ecology;

33 in the field of water management;

60 in other social sectors. 

When analyzing these public-private partnership (PPP) projects by sector, the following is revealed. Including:

Energy sector:

In energy sector, work has been done in 2022 to implement 8 public-private partnership (PPP) projects, total value of more than 4.2 billion dollars, of which 1 agreement was signed on the following project:

✅ Investment agreement with the consortium of companies “EDF” (France), “Nebras Power” (Qatar) and “Sojitz Corporation” (Japan), which won the tender for the construction of a thermal power plant with a capacity of 1600 MW in the city of Shirin, Syrdarya region, with the support of the International Finance Corporation was signed on March 25, 2022 (project cost – 1.3 billion US dollars; electricity tariff for 1 kW – 0.63 cents; project duration – 25 years).

In the field of energy, direct negotiations are underway for 2 PPP projects and tender processes for 3 PPP projects have been completed and winners have been announced, and total of 5 PPP projects are on the eve of signing PPP agreement. They are:

✅ Direct negotiations are being conducted withElectricite de France SA” (France), “Stone city InSolar BV” (Netherlands) and Siemens energy global GmbH&Co.KG (Germany) and a project concept and project evaluation document (PED) are being developed by a private partner (project cost – 900 million US dollars; project duration – 25 years).

✅ Direct negotiations are being conducted with the Dutch company “Stone city energy II BV” on the project of modernization of Tashkent heating centers by introducing cogeneration technologies on the basis of public-private partnership, and the project concept is being developed by “Stone city energy II BV” (project cost – 1 billion US dollars; project duration – 25 years).

✅ The tender process for the construction of a 250 MW solar photoelectric power plant in Olot district of Bukhara region in cooperation with the International Finance Corporation has been completed, and the UAE company “Masdar” has been awarded with the bid of 3.044 cents tariff for 1 kW of electricity. Negotiations are currently underway to formalize the PPP agreement. This project will be implemented for the first time in Uzbekistan with an energy storage battery with a capacity of 62 MW (the initial cost of the project – 350 million US dollars; the duration of the project – 25 years).

✅ The tender process for the construction project of a 100 MW solar photoelectric power station in Khozarasp district of Khorezm region in cooperation with the International Finance Corporation has been completed, and the French company “Voltalia” has been awarded with the bid of 2,888 cents tariff for 1 kW of electricity. Negotiations are currently underway to formalize the PPP agreement. (initial cost of the project – 100 million US dollars; project duration – 25 years).

✅ The tender process for the construction project of a 150 MW solar photoelectric power station in the Pop district of Namangan region in cooperation with the International Finance Corporation has been completed, and the consortium of GD Power – Powerchina (China) has been awarded with the bid of 4.828 cents tariff for 1 kW of electricity. Negotiations are currently underway to formalize the PPP agreement. (the initial cost of the project – 150 million US dollars; the duration of the project is 25 years).

Furthermore, tenders are ongoing for 2 projects which are planned to be implemented in the energy sector during 2022-2026. These are:

✅ The first stage of the tender for the construction project of a 300 MW solar photoelectric power station in Guzar district of Kashkadarya region in cooperation with the Asian Development Bank has been completed, and 8 of the 12 applications have met the minimum requirements and they will proceed to the 2nd stage of the tender. The 2nd stage of the tender was announced on December 3, 2022 and proposals will be accepted for the next 3 months (initial cost of the project – 210 million US dollars; project duration – 25 years);

✅ The first stage of the tender for the construction of a 200 MW wind power plant in the Republic of Karakalpakstan in cooperation with the European Bank for Reconstruction and Development was announced on April 1, 2022 and ended on July 15, 2022. Bids were evaluated by the tender committee and it was announced that 10 companies passed the 1st stage of the tender. Currently, the 2nd stage of the tender is expected to be launched (the initial cost of the project – 218 million US dollars; the duration of the project – 25 years).

Besides, the preparation and study on 4 projects planned to be implemented in the energy sector during 2022-2026 are ongoing. These are:

✅ The project concept for the construction of a 100 MW solar photoelectric power station (ADB Solar 3) in Fergana region in cooperation with the Asian Development Bank was approved by the Cabinet of Ministers of the Republic of Uzbekistan on July 14, 2022. (initial cost of the project – 100 million US dollars; project duration – 25 years );

✅ Construction of 150 MW solar photoelectric power stations (ADB Solar 4) in cooperation with the Asian Development Bank (ADB Solar 4) (initial cost of the project – 150 million US dollars; project duration – 25 years);

✅ Construction of a 700 MW wind power plant in the Republic of Karakalpakstan and regions in cooperation with the European Bank for Reconstruction and Development (EBRD Wind III) (the initial cost of the project – 700 million US dollars; project term – 25 years);

✅ Construction and management of hydropower plants based on PPP. 

Transport sector:

In the field of transport, in 2022, work was carried out on the implementation of 6 public-private partnership projects, of which a PPP agreement was signed on the following project:

✅ The PPP agreement was signed with “Kasy Park” LLC on the project of creating a system of car parking along the road in 10 streets of Tashkent and the project was registered on August 22, 2022 (project cost – 0.08 million US dollars; project term – 10 years).

5 PPP projects are planned to be implemented in the field of transport during 2022-2026 preparation and study of documents on major projects is ongoing:

✅ A consulting company was involved in the development of the feasibility study for the construction of the Tashkent-Andijan toll road project, which is being implemented with the support of the World Bank, and the development of the feasibility study is ongoing (the initial cost of the project – 2.831 billion US dollars; the project term – 25 years);

✅ The engagement of a consulting company for the development of the feasibility study for the construction of the Tashkent-Samarkand toll road project, which is being implemented with the support of the European Bank for Reconstruction and Development, is going on (the initial cost of the project – 1.37 billion US dollars; the project term – 25 years);

✅ The engagement of a consulting company for the construction of a
66-km highway between the cities of Samarkand and Shahrisabz and a
4.4-km tunnel at the Tahtakoracha pass
is ongoing (the initial cost of the project – 484 million US dollars; project term – 25 years);

✅ Studies by the World Bank Group on modernization and management of Tashkent city and regional international airports are ongoing (the initial cost of the project – 3,814 billion US dollars; project duration – 25 years);

✅ Studies on the project of modernization and management of Bukhara and Urganch international airports are ongoing (the initial cost of the project – 200 million US dollars; project term – 25 years). 

Communal services:

The PPP agreement on 1  PPP project in the field of communal services was signed in 2022:

✅ The winner of the PPP project for the modernization of the Namangan city sewage treatment plant, which is planned to be implemented in the field of communal services in 2022-2026, was announced and the PPP agreement was signed  with the company Metito. (the initial cost of the project – 96 million US dollars; the duration of the project – 25 years).

Besides, preparation of documents and study on 2 PPP projects are on-going in the field of communal services which will be implemented in 2022-2026:

✅ With the support of the Asian Development Bank, on the project of modernization and management of the sewage treatment plant of Tashkent city on the basis of public-private partnership, the transaction advisory services agreement was signed on May 20, 2022 within the framework of the International PPP Roundtable. Currently, the Asian Development Bank is working to mobilise consultants by attracting funds from the Asia Pacific Project Preparation Facility – AP3F (the initial cost of the project – 234 million US dollars);

✅ With the support of the Asian Development Bank, a cooperation agreement on the consulting services for the modernization of heating supply system of Bukhara region was signed on November 3, 2022, within the framework of the 2nd Uzbekistan Economic Forum. Currently, the preparation of the transaction advisory services agreement is underway (the initial cost of the project – 150 million US dollars) . 

Healthcare sector:

In 2022, measures were carried out to implement 20 PPP projects, of which PPP agreements have been signed on 16 projects with a total value of 12.7 million dollars. And, for 2 projects worth 2.50 million dollars tender process completes and they are on the eve of signing PPP agreement.

Besides, tender processes for 2 projects with the total value of 20,76 mln dollars are ongoing. In particular, the following project is planned to be implemented during 2022-2026:

✅ With the consulting support of the International Finance Corporation, the concept of the project for the establishment of the Radiotherapy Medical Centers in Fergana, Samarkand and Khorezm regions was developed, approved by the Cabinet of Ministers, and the tender documents were developed. The first stage of the tender lasted from April 30, 2022 to July 15, 2022 and proposals were evaluated and 3 consortia that passed the 1st stage were announced. Tashkent region has been excluded from the scope of the project, and the 2nd stage of the tender is expected to be launched (the initial cost of the project – 20 million US dollars; project term – 12 years);

Furthermore, there are 2 large PPP projects planned to be implemented during 2022-2026 and works are being carried out on these projects. Including:

✅ With the support of the International Finance Corporation, legal and technical consultants have been engaged at the expense of the World Bank “Institutional Capacity Building” credit line for the project of establishing the multiprofile hospital in Ferghana region, and now the project concept is being developed (the initial cost of the project – 82 million US dollars; project duration – 22 years);

✅ With the consulting support of the Asian Development Bank, an agreement was signed to provide consulting services on the project of establishing medical centers in Andijan and Bukhara regions. Negotiations are being conducted on the allocation of grant funds and the work of attracting relevant consultants is ongoing (the initial cost of the project – 240 million US dollars  the project term – 22 years).

Education:

During 2022, work was carried out on a total of 48 public-private partnership projects with a total cost of more than 110.6 million dollars.

In this field, 35 PPP agreements worth 77.33 million dollars were signed.

Also, the tender processes of 9 projects with a total value of 20.5 million US dollars have been completed, and PPP agreements are being formalized with the tender winners.

Tender processes for 4 projects with a total value of 12.75 million dollars are ongoing.

Besides, preparation of documents and study on 6 large projects planned to be implemented in the field of education during 2022-2026 are going on. Including:

✅ With the consulting support of the Asian Development Bank, the concept of the construction of 13 general education schools in Tashkent city and Tashkent region on the basis of PPP is expected to be approved (the initial cost of the project is 80 million US dollars; project term – 30 years);

✅ With the consulting support of the International Finance Corporation, for the project of establishing 15 general education schools on the basis of PPP in the regions of Andijan and Samarkand, the development of project documents is currently underway (the initial cost of the project is 70 million dollars; project term – 30 years);

✅ With the assistance of the European Bank for Reconstruction and Development, the preparation of the contribution agreement for the consultancy support for the project of establishing up to 15 general education schools on the basis of PPP is going (the initial cost of the project – 50 million dollars; project term – 30 years);

✅ Preparation of tender documents to hire a consulting company providing consulting services for the project of establishing 15 general education schools on the basis of PPP in Kashkadarya and Surkhandarya regions is going now (the initial cost of the project – 50 million US dollars; project term – 30 years);

✅ The agreement on consulting support for the project of construction and reconstruction of pre-school educational organizations (kindergartens) based on PPP in the Republic with the consulting support of the Asian Development Bank was signed on November 3, 2022 within the framework of the II Economic Forum of Uzbekistan. Currently, work is being carried out to mobilise consultants (the initial cost of the project – 75 million US dollars; project term – 25 years);

✅ On November 3, 2022, the agreement on consulting assistance with the European Bank for Reconstruction and Development on the project of construction of student dormitories for higher education institutions was signed within the framework of the II Economic Forum of Uzbekistan. Currently, work is being carried out to mobilise consultants (the initial cost of the project –115 million US dollars; project duration – 30 years). 

Ecology:

In 2022, work was carried out on a total of 53 PPP projects, with a total cost of approximately 78.5 million dollars.

In accordance with the implementation of the Resolution No. PD-4845 of the President of the Republic of Uzbekistan dated September 29, 2020 “On measures to further improve the management system of works related to household and construction waste”, 43 projects with the total value of
61 million dollars have been implemented and PPP agreements were signed.

Besides, the tender processes of 4 PPP projects with a total value of
8 million dollars have been completed, and PPP agreements are being formalized with the tender winner.

Also, tender processes for 6 PPP projects worth 9.35 million dollars are ongoing.

Furthermore, during the Economic Forum of Uzbekistan, held on September 29-30, 2021, the memorandum was signed with the Asian Development Bank for the implementation of the project of the organization of recycling cluster services for collection, removal, sorting and disposal of household waste in Tashkent city and Tashkent region. Initial value of the project is 300 million dollars.

Water management sector:

In 2022, PPP agreements were signed on 52 projects in the field of water management with a total value of 2.3 million US dollars.

Besides, in the field of water management, negotiations are ongoing for implementation of the projects of using alternative energy of pumping stations in Jizzakh and Syrdarya regions with the German company “Mikara” and the implementation of the project of using alternative energy of pumping stations in the Republic of Karakalpakstan with the UAE company “Alcazar”. 

Culture:

During 2022, measures were taken to implement 24 PPP projects with the total cost of 8.9 mln dollars, and PPP agreements for 19 projects worth 5.8 mln dollars were signed.

Also, in the field of culture, the total cost is 2.7 million. Work on 5 USD PPP projects is underway and the deal is about to be signed.

Craft industry sector:

In 2022, the PPP agreement was re-signed on 1 PPP project worth 0.04 million dollars in this field.

Employment and labor relations:

In this field, 2 PPP projects with the total cost of 0.31 mln dollars have been implemented, and PPP agreements have been signed on these projects.

Taxing sector:

In this area, in 2022, the PPP project agreement on the development and implementation of the automated information system initiated by “Defen Financial” LLC was signed. The project value is 0.02 mln dollars.

In the field of law enforcement, work on the implementation of 1 PPP project with the value of 0.75 million dollars has been carried out, and the PPP agreement has been signed for this project.
