The PPP Development Agency under the Ministry of Finance together with the World Bank Group organized an international seminar on the theme “Development of public-private partnership: foreign experience and prospects for the Republic of Uzbekistan”. It was attended by representatives of ministries and departments, and members of the Senate of the Oliy Majlis.
It was noted at the meeting that the legal basis for the development of PPP in our country is currently being formed. In particular, a draft law “On public-private partnership” was developed and submitted to the Cabinet of Ministers for consideration. For its implementation will be prepared by the relevant regulations. Participants reviewed aspects of the implementation of PPP projects in various sectors, mainly in the field of transport and roads. Jeffrey John Delmon, a World Bank PPP Specialist, explained practical details of agreements between public and private partners using practical examples. A leading specialist in financing the construction infrastructure of the World Bank, Richard McGеorge, spoke about the development of a financial plan by investors and the importance of knowledge of its features by decision makers. The issues of financing the road infrastructure and ensuring stable revenues from its use in the state budget were analyzed taking into account the experience of foreign countries.
The event was completed by the presentation of Almaz Karasaev, an investment specialist of the International Finance Corporation. He spoke in detail about the tasks that the PPP helps to solve, and IFC’s projects on public-private partnership for the development of the road network, and also paid particular attention to the risks associated with the formation of a reliable legal framework in this area.
The participants had the opportunity to ask questions of interest to them and to receive comprehensive and qualified answers.
