The Decree provides for attracting private investment in the construction of infrastructure facilities, reconstruction and organization of their operation in order to timely meet the growing needs of higher education institutions.
A private entrepreneur, ‘THE NEW GRAND HOUSE’ LLC, took the initiative to build, equip and operate a hostel for 400 people at the Fergana Polytechnic Institute as part of a public-private partnership.
The Law of the Republic of Uzbekistan “On Public-Private Partnership” No. ZRU-537 dated May 10, 2019 and the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On improving the implementation of public-private partnership projects “risida” in 2020 in accordance with decision No. 259 dated April 26 concept of the project was approved by the rector of the institute September 22, 2022.
Requests and proposals for interested parties to express interest in the implementation of this project must be submitted by 18:00 Tashkent time November 10, 2022..

In accordance with Article 17 of the law “On civil servants In accordance with Article 17 of the law ”On civil servants”, in case of receipt of a request for interest and tenders (proposals), the Ministry of Higher Education will conduct a tender to identify a private partner with the participation of a private initiator and third parties interested in the project.

Xususiy tashabbuskor «THE NEW GRAND HOUSE» MChJ tomonidan Farg‘ona politexnika institutining 400 o’rinli talabalar turar joyini davlat-xususiy sheriklik shartlarida yangi qurish, jihozlash va boshqarish tashabbusi bildirilgan.
O’zbekiston Respublikasining “Davlat-xususiy sheriklik to’g’risida” 2019-yil 10-maydagi O’RQ-537-son Qonuniga va O’zbekiston Respublikasi Vazirlar Mahkamasining “Davlat-xususiy sheriklik loyihalarini amalga oshirish tartibini takomillashtirish to’g’risida” 2020-yil
26-apreldagi 259-son qaroriga muvofiq mazkur loyihaning konsepsiyasi institut rektori tomonidan joriy yilning 22-sentyabrida tasdiqlangan.
Xususiy tashabbuskor Farg‘ona politexnika instituti talabalarini zamonaviy shinam turar joy bilan ta’minlashni rejalashtirilgan.
Ushbu loyihani amalga oshirishda manfaatdor tomonlar qiziqish bildirish uchun so’rov va takliflarini 2022-yil 11-noyabr Toshkent vaqti bilan soat 18:00 gacha topshirishlari lozim.

“DXSH to’g’risida”gi qonunning 17-moddasiga binoan, qiziqish bildirish uchun so’rov va tenderlar (takliflar) olingan taqdirda, Oliy ta’lim vazirligi tomonidan loyihaning xususiy tashabbuskori va qiziqish bildirgan uchinchi tomonlar ishtirokida xususiy sherikni aniqlash uchun tender o’tkazadi.
Постановление предусматривает привлечение частных инвестиций в строительство объектов инфраструктуры, реконструкцию и организацию их эксплуатации в целях своевременного удовлетворения растущих потребностей высших учебных заведений.
Частный предприниматель ООО «THE NEW GRAND HOUSE» выступил с инициативой строительства, оснащения и эксплуатации общежития на 400 мест в Ферганском политехническом институте в рамках государственно-частного партнерства.
Закон Республики Узбекистан «О государственно-частном партнерстве» № ЗРУ-537 от 10 мая 2019 года и постановление Кабинета Министров Республики Узбекистан «О совершенствовании реализации проектов государственно-частного партнерства «рисида» 2020 г. в соответствии с решением № 259 от 26 апреля концепция проекта утверждена ректором института 22 сентября текущего года.
Заинтересованные стороны должны представить свои запросы и предложения до 11 ноября 2022 года, 18:00 по Ташкентскому времени, чтобы выразить заинтересованность в реализации данного проекта.
